Concerning Measures to Improve Coordination Among Agencies When Responding to School Incidents.

Summary:

Directs the department of public safety to recommend and the executive director of the department to adopt by rule portions of the national response framework and the national incident management system ("NIMS") with which each public school in Colorado is required to comply.

 

Requires a school district board of education and the state charter school institute to:

 

·         Adopt a school response framework with specified elements; and

·         Maintain data related to school safety, readiness, and incident management plans, memoranda of understanding, and after-action reports.

 

Directs the state board for community colleges and occupational education to allow licensed educators to take at community and occupational colleges any classes necessary or recommended for NIMS compliance without charge to the extent that space is available.

Concerning a Requirement that Carbon Monoxide Alarms be Installed in Residential Properties.

Summary:

Requires any existing single-family dwelling or dwelling unit of an existing multi-family dwelling offered for sale or transfer on or after July 1, 2008, that has a fuel-burning heater or appliance, a fireplace, or an attached garage to have an operational carbon monoxide alarm installed within a specified distance of each room lawfully used for sleeping purposes.

 

Requires any single-family dwelling or dwelling unit of a multi-family dwelling for which a building permit is issued for new construction on or after July 1, 2008, that has a fuel-burning heater or appliance, a fireplace, or an attached garage to have an operational carbon monoxide alarm installed within a specified distance of each room lawfully used for sleeping purposes.

 

Sets forth the maintenance and installation requirements for carbon monoxide alarms in single-family dwellings and dwelling units in multi-family dwellings that are used for rental purposes.  Specifies that nothing in the act can be construed to limit a municipality, city, home rule city, city and county, county, or other local government entity from adopting or enforcing more stringent requirements for the installation and maintenance of carbon monoxide alarms.

Requires an automobile insurance policy issued or renewed on or after January 1, 2009, to contain medical payments coverage of a specified amount and for a specified period for payment of reasonable, necessary, and accident-related medical evidence-based health care and rehabilitation services provided for bodily injury arising out of the ownership, maintenance, or use of a motor vehicle. Specifies to whom medical payments coverage benefits are to be paid and the priority of payments to be made to providers for providing health care services to an injured person. [more]
